I want my website to appear on the top of the list during a google keyword search, how do I do that?

I understand that I can insert metatag descriptions into the header tag of the HTML, but… what is this Search Engine Optimization, and why pay someone for their services so that if someone types in a keyword, my website is first on the list. Does the metatags do this, do I inform Google???
