I understand that I can insert metatag descriptions into the header tag of the HTML, but… what is this Search Engine Optimization, and why pay someone for their services so that if someone types in a keyword, my website is first on the list. Does the metatags do this, do I inform Google???

You have to get a lot of views on your page..
I mean you have to beat everyone!!! SO be competitive.
Learn search optimization and get many hits to your page.
check the google tutoral
you must submit your site to google seach engine…
not only that..
if you want your site on the top of the list…
try to make a lot of do_follow backlink..
but, don’t spam link..
after that..
just wait until Google update….
and your site will be on the higher rank…
until on the top..
Well… first you need to have a website people actually want to visit. Then you need to get them to visit. Keeping your site regularly updated also helps.
Pages show up in results based on traffic as well as how many other sites link to them (among other factors that Google keeps secret). My advice… don’t pay doe “optimization”. Usually, that involves paying someone to pay sites to post your link, which can actually HURT your google ranking if you get caught at it.
Meta tags do not do anything other than give Google something to display under your website’s title in their listings. Meta tags, and submitting your website to search engines will not get you what you want.
Most of these answers here are ridiculous — listening to most of this will do nothing for you.
Unfortunately, without knowing your website and the keywords you’re targeting — nobody here will really be able to give you pointed advice. What works for one keyword market may not work for another, and what works for one website may not work for another due to its setup.
Here are things that are generally recommended, though:
On-page optimization: Each page must have a unique title, and that title should be a good mix between keyword-focused and constructed to encourage clickthroughs from the search engines. Your website should be crawlable, without broken links, orphaned pages, etc. You should also have content on your website, preferably keyword-focused, but definitely something. Setting up a blog may help.
Off-page optimization: inbound links can help your website in a number of ways, but there’s a lot of different types of links, but I think it would be more confusing for you if I tried to explain.
However, in your case — I suggest that you head over to a webmaster forum (Digital Point forums, Site Point Forums, etc) and seek out advice. Some people may be kind of rude there, but at least you have a shot at getting free advice from somebody who might know what they’re talking about. Most of the advice you’ll receive here is by somebody looking to promote their own services, whether they’re helpful for you or not.
Though, you are a good candidate for hiring a search engine optimizer, or a company, based on your questions. If you’re interested, there is real value in learning how to optimize and promote your website yourself, but for a few bucks, people over at the Digital Point forms can work on that for you, and then you can learn things now so that you can do them yourself later on. Look in the services section — they have SEO analysis services, link building, directory submissions, etc. You may even be able to find somebody to teach you some things — but be sure to look for people with good feedback.
There are many things you can do …
First start out with installing a blog on your website which you can use wordpress and its free. Then once you get it installed start adding content based on your keywords. There are some plugins you can use which can be found on wordpress.org that will ping your post and notify the search engines.
Then you want to follow that up by going to:
http://www.clipmarks.com
http://www.digg.com
Both of these sites will get you indexed in google within 30 minutes or less. Bookmark your post that you made on your blog.
Next you can try to do some article marketing, article marketing is by far the easiest way to build backlinks to your site thus increasing your pr and rankings. For a list of article directories to submit article to go here:

When writing articles write them based on your keywords and include a resource box at the bottom which you will link to your website. This is how your website gets noticed and backlinks are created.
Start posted articles to those sites above and it will help your rankings.
You also can do other bookmarking with other sites that will help with backlinks. Here is a list of the top 20 bookmarking sites:

Doing these method and stay focused with it you will build your rank and thus increase your traffic.

Merely follow this definitive tutorial from Webmasters at Google.com:
The most effective way to advertise on the Internet is
to first set up a website and publish its domain name
on major search directories such as Google.com,
Yahoo.com [at http://www.google.com/addurl/?...... and
MSN.com since 85% of Internet shoppers rely on these
search directories to provide them with goods and
services. In a sense, these search directories are a
very large Internet Yellow Pages.
Nevertheless, should your website or opening webpage
fail to contain "generic" keywords, then anyone using
such "generic" queries will not be able to discover
your website. Your domain name [URL] of your website,
in a sense, will be invisible, undiscoverable.
You may want to consider some simple algorithms which,
when observed and committed in designing of a website
with placement of various critical metatags that can
surely achieve a high search engine presence and
increase Internet traffic to your website. These
metatag strategies work well with published webpages
at Google and Yahoo.
Design: Should you create an extensive Flash-based
website, make sure to fill-in the property entries
such as the Title, Description and Keywords. Failing
to do so, leaves no hard HTML or ALT resource that can
be readily indexed by search robots. Also consider the
Internet audience and their incoming setup. For
example, if they are on analog/dialup, Flash webpages
take too long to load up and therefore analog users
will likely lose interest and discontinue entering the
Flash site. On the other hand, anyone on hi-speed DSL
lines, will welcome Flash pages which load quickly. So
before designing a pure Flash websitge, ask the simple
question, “Who’s my end user – is he on dialup or
DSL?” And if you had to choose between these two users
for maximum marketability, then select analog users
since 80% of most resident users are still analog
Internet subscribers and pure HTML designed webpages
is best for them.
A non-Flash-based website which relies on hard text,
is far easier to be indexed by search robots. Limit
the use of stylized text saved as .gifs since as a
graphic, they are not indexable by search robots.
Avoid use of frames since any number of search robots
are unable to properly classify textual material.
Placement of Metatags:
A ranking or search order does take place with Google
and Yahoo and it begins with the “Title” metag which
should consist of no more than 65 characters separated
by commas. The “Title” should describe in generic
terms, the goods and services, followed by a location
from which the resource is located, i.e., city, state. This is referred to “geographic targeting.”
The placement of a domain name which is not generic
within the “Title” is not appropriate, unless your
domain name is a major recognizable brand name.
The second metatag is the “Description” which is
usually 25-30 words to form a complete sentence which
best describes one’s goods and services.
And the very last category – “Keywords” are also
somewhat limited to 15-16 words which can be plural
and compound in nature. Again, avoid multiple entries
which could be mistaken as “spamdexed entries” which
is defined as the loading, and submission of
repetitive words into a particular metatag category.
“Spamdexing” when discovered on a webpage and reported
to Google’s spamreport.com can result in the
elimination of your website from their search
directory.
Good luck!
